The purpose of constructing the new school is to provide a better educational environment for
students; however, such a purpose will not occur naturally. Effective planning for the opening of
a new school produces an environment in which teachers can teach and students can learn
effectively and efficiently. The school facility is an instructional tool and as such, it may either
enhance or detract from the educational program.
