Every one of the 15,000 government contractors that has a security clearance must comply with onerous and expensive federal security regulations, or risk losing all of their contracts. Those rules just got much worse in response to the recent spate of insider threat incidents, like Edward Snowden and the Fort Hood shooting. Complex changes to the rules make it hard and expensive to keep up, especially for midsize companies.
