Hartsell received a Journalism degree from the Univ. of NC at Chapel Hill. Hartsell has more than 20 years experience in government relations, marketing and media relations. She served as Deputy Chief of Staff and Director of Community & Media Relations for the Broward County Sheriff's Office. Previous posts include Assistant Editor of FL Nursing Spectrum magazine and as Manager of Marketing & Communications for a national hospice company.

Recognized as a national health policy leader, Rawlins has served in various leadership roles with 20+ years of experience: from hospital administration, to legislative health policy analysis, to healthcare regulatory, always focusing on HIT projects. Rawlins was instrumental in the national movement to increase the adoption of EMRs through her work in creating the South Florida Regional Extension Center, one of the nation’s largest RECs.
