    In 2001 PICA was put in its development stages by Emery Contracting, owner Scott Emery, after a real bad experience with a customer refusing to pay their final payment on a construction project that was completed. This experience led to develop a way to keep this from happening to contractors who went above and beyond for their customer and deserved their final payment for a job well done. Then moved it into consumer protection also.
