Based on the state's orientation towards agricultural investment, when the necessity arose to reclaim more and more lands to bridge the gap between production and consumption, as well as help in bringing in foreign currency through export.
Accordingly, the idea of the project was chosen, and after several studies, the need for funding and assistance was concluded.
