Pre-incubation stage special mobile app & communications service. Ascertaining viability.

My desire at this time is to create a mobile app so that anyone from the public may reach a person of interest, briefly, via a dedicated line through the mobile app, for a prepaid fee which, revenue from the fee will be split between the POI & my company.

The reason is because it is difficult for persons of limited resources to reach persons of interest.
