In 2005, Leiendecker became the youngest election director ever hired in St. Louis. He quickly transformed the St. Louis City Election Board by updating an outdated, outmoded system that resulted in better protecting voters and significantly improving the efficiency of the Election Board. Kyle Brian DubbertOperations ManagerDubbert served as Policy Supervisor for the St. Louis City Election Board until 2011. He created procedures and policies to govern every aspect of conducting fair and transparent elections in compliance with H.A.V.A. and the Missouri Laws. Dubbert helped revise the current use of HAVA and other forms of State and Federal funds for the purchase of elections equipment. He received a proclamation by the City of St. Louis for his achievements.
