We have all been in this situation as customers in a shop. Customers dress according to the temperature outside. On cold days we wrap up to keep warm, then we go shopping. When we get in the shop it is very often unbearably hot. This is a waste of energy. Minimum standards apply to temperatures at work but sauna temperature is not agreeable to customers.
