Dr. Dugan headed the National IP Services at KPMG and was a Partner at Coopers & Lybrand heading its Economic Studies section. Previously he was Chief Economist at the GAO where he participated in the NYC rescue and was Chair of Economics at Notre Dame. He has testified in court over thirty times as an expert witness on IP valuations including a record £1 billion IP damages award. He has advised over 100 Fortune 500 companies.
