The existing transportation infrastructure in San Francisco is at capacity. Unlike most waterfront cities, San Francisco can't run ferries everywhere because of the very shallow water. Dredging is expensive and ecologically damaging. Instead, HOVR uses Hovercraft which move over the water on a cushion of air.
