    An Air Force Academy graduate, Scott spent 10 years as an intelligence officer in Special Operations. He used and administered biometric authentication programs in that role. Upon leaving the military, Mr. Hines became a serial entrepreneur launching several software based start-ups with successful exits. He is a natural and trained leader, most recently serving as the Mayor of Rancho Mirage, California.
