My website and mobile app are partway through creation, We will approach food outlets for them to advertise on our site where we take comission on sales and control the delivery side of the business. Customers order the food or drink 15-30 minutes before or even the night before, then choose pick up or delivery. we then confirm with the food outlet if they don't have the app. No cash on pick up, all prepaid. 10-15% per sale +-$5 for delivery.
