The waste can serve one purpose for people, and that is to throw out trash. But to the living creatures of the environment, it can be a home or a source of food. These creatures can be bothersome to the homeowner and then on top of that, the smell that emits from the waste can be unpleasant, and attract unwanted insects including but not limited to, flies and bees.
