EHLC is a post-secondary educational facility for adults with developmental disabilities whose overall goal is to produce graduates who are capable of functioning at a 1:10 staff to participant ratio instead of the current 1:4 ratio. I have estimated that EHLC would save the New York State at least $670,000 per graduate. This program could easily become a national model and produce a paradigm shift in the treatment of individuals with DD/ID.
