Radar, photo radar and conventional laser measuring devices work fairly well on two or four lane highways, but are pretty well useless when it comes to 6-8 lane freeways. This is why you see little or no enforcement on highways like the 407 north of Toronto. Police avoid that area because it is too impractical and dangerous to try and stop speeders there. The same problem exists on every major freeway anywhere on the globe.
